NEF has invested in eight (8) remarkable communities that have been recognized as finalists in Affordable Housing Finance (AHF)'s 2026 Readers' Choice Awards in five (5) separate categories among 40 total finalists.

Portland, OR | Portland Community Reinvestment Initiatives

Ernest Warren Jr. at Kafoury Court is a 40-unit Permanent Supportive Housing development in Portland, Oregon, created by Portland Community Reinvestment Initiatives (PCRI) to serve seniors (55+) experiencing homelessness. All units are affordable to households earning up to 30% of Area Median Income (AMI), with residents paying just 27% of their income toward rent. The project combines affordable housing with wraparound services, including case management, healthcare referrals, behavioral health support, tenancy assistance, and culturally specific services through partnerships with Black Community of Portland (BCP) and Northwest Pilot Project (NWPP). Kafoury Court features an all-electric, energy-efficient design with solar-ready infrastructure, heat pumps, cool-roof technology, and trauma-informed spaces that promote comfort, sustainability, and community. Shared gathering areas help reduce isolation and encourage resident connections. Funded through a mix of public, private, and tax credit financing, the development was fully leased within two months, highlighting the urgent need for supportive housing in the area. By providing stable, affordable homes and comprehensive services, Kafoury Court reduces homelessness, supports long-term resident stability, and contributes to the revitalization of Portland’s historically underserved King neighborhood.

Mosaic Apartments - 2026 AHF Readers' Choice Award Finalist in the Seniors Category

Pittsburgh, PA | Presbyterian SeniorCare Network and Affirmative Investments

Mosaic Apartments is a 48-unit, 100% affordable senior housing community in Pittsburgh’s Oakland neighborhood and the first LGBTQ+-affirming affordable senior housing development in Western Pennsylvania. Developed by Presbyterian Senior Care Network and Affirmative Investments, the apartments provide safe, inclusive housing for low-income seniors earning 20–80% of the Area Median Income (AMI), with 35 units supported by project-based vouchers that limit rent to 30% of residents’ income. Mosaic Apartments was made possible through innovative public-private partnerships, including donated land from UPMC, the University of Pittsburgh, and Dialysis Clinic Inc., along with significant public financing. Community input from LGBTQ+ organizations shaped the building’s design and services, creating a welcoming environment that promotes dignity, health, and social connection. Residents benefit from wellness programs, lifelong learning opportunities, and individualized supportive services. Demand has been overwhelming, with all units leased within a month and a waitlist of 163 people, demonstrating the critical need for affordable, affirming senior housing and establishing Mosaic Apartments as a national model for inclusive community development.

The Rise - 2026 AHF Readers' Choice Award Finalist in the Permanent Supportive Housing Category

Brooklyn, NY | Xenolith Partners, LLC

The Rise is a 72-unit, Passive House-certified mixed-use development in Brooklyn, New York providing 71 affordable homes, including 47 supportive housing units for justice-involved individuals and families. The development also provides affordable housing for households earning 30%, 40%, and 60% of the area median income (AMI) and is currently 100% occupied, demonstrating the strong demand for permanent supportive housing. Developed by Xenolith Partners, LLC through New York's Vital Brooklyn Initiative, the nearly $50 million project combines affordable housing with more than 13,000 square feet of community space offering employment services, legal assistance, mental health counseling, education, and wellness programs to help residents achieve long-term stability. Designed using Trauma-Informed and Active Design principles, The Rise promotes healing, safety, and well-being through abundant natural light, biophilic features, landscaped terraces, and a rooftop urban farm that improves food access and supports community education. The development is also a model of sustainable construction, earning Passive House certification and NYSERDA recognition for design excellence. By addressing the critical need for supportive housing in a neighborhood with high poverty and incarceration rates, The Rise strengthens the broader Brownsville community through shared services, green spaces, and workforce development, serving as a national model for innovative, sustainable permanent supportive housing.

Chicago, IL | Over the Rainbow Association

Lakeview Landing is a 37-unit, 100% barrier-free permanent supportive housing community in Chicago’s Lakeview neighborhood that provides affordable, universally designed homes for adults with mobility impairments. Developed by the Over the Rainbow Association in partnership with Lakeview Lutheran Church, the six-story development transformed a church property into accessible housing while allowing the congregation to continue services on the building’s first floor. Each one-bedroom apartment exceeds universal design standards with roll-in showers, accessible kitchens, open floor plans, and other mobility-focused features that promote independent living. Serving residents earning 30% of the Area Median Income (AMI), Lakeview Landing combines affordable housing with personalized supportive services, including case management, healthcare coordination, financial counseling, employment assistance, mental health services, and independent living programs. By restoring independence, dignity, and community for people with disabilities, Lakeview Landing serves as a model for inclusive, permanent supportive housing that benefits both residents and taxpayers.

Eagle Villas - 2026 AHF Readers' Choice Award Finalist in the Preservation Category

Eagle, CO | Ulysses Development LLC

Eagle Villas is a garden-style affordable housing community in Eagle, Colorado, developed by Ulysses Development LLC. Originally built in two phases in 1994 and 1996, the property includes 120 family units across six two- and three-story buildings. It offers two-, three- and four-bedroom homes for households earning 45%, 50%, 60% and 80% of the area median income (AMI) or less. Recent renovations enhanced sustainability while preserving affordability, and the community remains fully occupied with a waiting list. Community amenities include a clubhouse with a community room, barbecue area, playground, onsite laundry, walk-in closets and spacious floor plans. Eagle Villas is a 13-minute walk from the Eagle Bus Station, which connects residents to the Valley Route serving communities throughout the Vail Valley, and is less than 30 minutes from Vail by car. Representing more than half of Eagle’s affordable housing inventory, Eagle Villas plays a vital role in preserving housing access in a high-cost mountain community. With modernized units and long-term affordability, the development will continue to support low-income families and help residents remain in the Eagle Valley for years to come.

San Francisco, CA | MidPen Housing Corporation

Shirley Chisholm Village is a new affordable housing community in San Francisco, California, developed by MidPen Housing Corporation. As San Francisco’s first educator housing development, the development includes 35 apartments for San Francisco Unified School District (SFUSD) educators and their families, with units affordable to households earning 30% to 50% of the area median income (AMI), plus one manager’s unit. As part of a larger mixed-income community, the development helps address San Francisco’s high cost of living by providing stable, affordable homes for local educators. Developed in partnership with the City of San Francisco and SFUSD, Shirley Chisholm Village is a long-term investment in affordable workforce housing that supports educator retention and strengthens the surrounding community.

Inn Town Lofts is a redeveloped affordable housing community in downtown Lubbock, Texas, developed by Housing Trust Group in partnership with AM Affordable Housing. Through the adaptive reuse of the historic “In Town Inn” and former Jim Kimmel Center, the project transformed a long-vacant landmark into 56 affordable apartments—42 within the renovated historic building and 14 in a new addition. Offering studio, one-, two-, and three-bedroom homes for households earning 30%, 50%, 60%, and 80% of the area median income (AMI), Inn Town Lofts helps meet Lubbock’s need for quality affordable housing while preserving an important piece of the city’s history. Located in the heart of downtown, Inn Town Lofts offers residents convenient access to employment, public services, and neighborhood amenities while contributing to the area’s ongoing revitalization. Residents also benefit from thoughtfully designed amenities within the development, including a community room, business center, high-speed Wi-Fi, modern kitchens, energy-efficient appliances, additional storage, and on-site services that support long-term stability and well-being. By preserving a historic landmark and adding much-needed affordable housing, Inn Town Lofts is an impactful investment for downtown Lubbock and its residents. The development brings new life to a once-vacant property, expands housing options for low-income households, and strengthens the community with safe, affordable homes for years to come.

Austin, TX | DMA Development Co.

The Rebekah at RBJ Residences is a transformative rehabilitation of a landmark affordable senior housing community in Austin, Texas on Lady Bird Lake. Originally developed in 1972 with support from HUD’s Section 236 program and named after President Lyndon B. Johnson’s mother, the 16-story property has served seniors for more than 50 years. The $88 million redevelopment, completed in 2025 by sponsor DMA Development Co. in partnership with Austin Geriatric Center, involved a complete gut rehabilitation of the existing 250-unit building, reducing it to 224 fully renovated apartments. The property now offers 92 studios and 132 one-bedroom homes restricted to residents earning 30%, 50%, and 60% of AMI. Renovations included new unit interiors, common areas, building systems, reconfigured floor plans, expanded community rooms, outdoor pavilion, and new rooftop lounge space. The Rebekah and its sister building, The Lady Bird, form RBJ Residences, Central Texas’ largest senior housing community, with 503 units and more than 10,000 square feet of shared amenities. The campus also provides health and wellness services, transportation, food assistance, financial planning, social programming, and access to on-site businesses and public green space creating a vibrant, affordable, and supportive community for older adults.
